Changed out bad run cap no other issues found
Breaker was switched off and also replaced a completely fried dual run cap. Unit now operational again and there are no other issues.
Checked pressures and unit is now responding. Replaced dual run cap and now the compressor is responding for cooling at start up.
Replaced 35/5 dual run capacitor. Pressures seem normal and temp difference is around 15-18 degrees Fahrenheit.
